Governance
BelizeChain implements a multi-tiered governance system designed for national-scale decision making — from individual citizens to a government oversight board.
Structure
District Councils
- 6 districts: Belize, Cayo, Corozal, Orange Walk, Stann Creek, Toledo
- 12 council seats — two elected representatives per district
- 6-month terms with on-chain elections
- Responsibilities: district proposals, local budgets, and community representation
Voting
- Conviction voting — locking DALLA longer multiplies voting power (up to 6x)
- Quorum requirements — proposals need minimum participation to be valid
- Voting periods — 7-day standard, 3-day emergency
- Transparency — all votes are public and recorded on-chain
Treasury
- Multi-signature control over treasury spending
- Budget proposals are community-submitted
- Funded from a share of block rewards
Emergency Powers
Emergency network authority (see Jaguar Mode) is threshold-gated and time-limited, with all actions logged on-chain and reported publicly.
